The SITH is a development, diagnostic, and monitoring tool to assist in the creation and integration of HLA federations. An HLA federation is a collection of simulations working together through the DoD High Level Architecture (HLA) for Simulation Interoperability version 1.3. The SITH provides services such as honest broker, stand-in federate, data verifier, and performance tester.

The SITH was developed originally to support the integration and testing of the DoD Joint Simulation System but has found application in a variety of HLA federations supporting multiple federation object models and Runtime Infrastructure (RTI) implementations.

The SITH's integration activities include:

• Ensuring the proper encoding of data
• Federate emulation
• Data validation and correlation
• Collection of performance metrics

The SITH software itself is distributed as GOTS software as a Microsoft Windows or UNIX install package.
